COST

COST is an intergovernmental framework for European Cooperation in Science and Technology, allowing the coordination of nationally-funded research on a European level. It contributes to reducing the fragmentation in European research investments and opening the European Research Area to cooperation worldwide.

The average COST Action support is 130.000 EUR per year. COST does NOT fund research itself, but provides support for networking activities (following a bottom-up procedure: no predefined topics). Minimum participation in a COST Action: 5 COST Member countries (see the COST website for the list of the 35 member countries). Also other countries can participate. The areas covered are summarized in the nine key domains:

  • Biomedicine and Molecular Biosciences
  • Food and Agriculture
  • Forests, their Products and Services
  • Materials, Physics and Nanosciences
  • Chemistry and Molecular Sciences and Technologies
  • Earth System Science and Environmental Management
  • Information and Communication Technologies
  • Transport and Urban Development
  • Individuals, Societies, Cultures and Health

In addition, Trans-Domain Proposals allow for broad, multidisciplinary proposals to strike across the nine scientific domains.

COST invites researchers, NGOs but also industries and SMEs throughout Europe to submit proposals for research networks and use this unique opportunity to exchange knowledge and to embark on new European perspectives.

The financing of an Action is made via a Grant. Actions manage and fund their activities via a Grant Holder (participating institution) based on an annual contract (grant agreement) in line with the work and budget plan approved by the Action's Management Committee. To ensure the delivery of the tasks which are under the responsibility of the Action Chair and its Grant Holder, the latter is entitled to receive a contribution for Financial and Scientific Administration and Coordination (FSAC) of up to 15% of the actual S&T related activities expenditure. COST funds activities such as workshops, meetings, short term scientific missions & training schools, as well as dissemination activities.

A continuous Open Call for Proposals is used to attract the best proposals for new COST Actions.
